STEP 1
first open a new doc 500px x 150px
then filter/render/clouds
then filter/render/difference clouds
then press ctrl-f 20-50 times
then press ctrl-m and mess with the curves until you get something you like

then go to image/adjust/hue-saturation and play with it until you get a nice colour
i used hue 173/saturati...
